1. Finely mince the beef; combine the flour with boiling water, knead until smooth, then spread it out to cool. After cooling, roll the dough into a long strip, flatten it, and roll it out into a thin rectangular sheet.
2. Mix the scallions, salt, oil, Sichuan peppercorn powder, and ground beef together, then spread the mixture evenly over the dough, roll it up, roll it out into a round shape, and cook on a flat pan until golden brown on both sides.
